Summary of the bug:
If the input file has a global creation_time flag, this should be reported by -f ffmetadata.
How to reproduce:
% ffmpeg -i INPUT.mp4 -f ffmetadata INPUT.meta ffmpeg version N-51730-gf15007afa9-static https://johnvansickle.com/ffmpeg/ Copyright (c) 2000-2020 the FFmpeg developers built with gcc 8 (Debian 8.3.0-6)

I was in assumption, that all "-f" options belong to avformat, sorry.

And as you already know there is no ffmetadata issue.
