Description
Summary of the bug:
The current implementation of the MPEGTS muxer lacks the option for selecting the PCR interval time. The value used by default (at time) is quite small for some environments. So I request to add one option for setting this value.

Current ffmpeg mpegts muxer uses a fixed PCR interval. But a fixed PCR interval isn't the best solution as...
Please, provide an option for selecting an specific value.
