DTS/PTS st:0 invalid dropping out of sync video

Summary of the bug:

Transcoding an mp4 fills the screen with DTS/PTS invalid dropping errors and the resulting video file's audio is out of sync with the video with ffmpeg N-43440-gb2bc48a. The same video transcodes successfully with ffmpeg N-31890-gecaf514.

How to reproduce:

% ffmpeg -i invalid_dropping.mp4 newfile.mp4
